Procurement and Tenders

​​​​​​​​​​​​​​Etimad Platform has contributed to connecting the Zakat, Tax and Customs Authority (ZATCA) to the government tenders and procurement system, which is one of the fundamental principles of e-government, and a national initiative of particular significance to the Kingdom, represented by the Ministry of Finance, with the purpose of regulating and streamlining government tenders and procurement procedures.​

  • To view ZATCA’s current and past tenders, click "Browse Tenders" on the Etimad Platform.
  • Click the search icon, then select Zakat, Tax and Customs Authority to display all available tenders​. To explore investment opportunities at customs ports, click here.​​​
  • To view procurement and tenders for the fiscal year 2025, click here.
  • To access Saudi Arabia’s general budget via the Ministry of Finance website, click here.
  • To review the budget and expenditures, click here​

​How to Submit Tenders and Offers to ZATCA via Etimad:​​


  1. Log in to the Etimad Platform​​
  2. Select “Tenders” and then “Search”
  3. Choose “Zakat, Tax and Customs Authority”
  4. Click on “Submit Offer”, then “Next”
  5. Attach the required documents, then “Next”​
  6. Click on “Confirm and Send Offer”
  7.  Declaration and Undertaking, then click “Send”

​Steps to View Completed Tenders and Procurements​

For Zakat, Tax and Customs Authority via (Etimad Platform)​ 

  1. Log in to Etimad 
  2. Select "Tenders" then "Search" 
  3. Choose the "Advanced Search" option
  4. Select the government entity name: Zakat, Tax and Customs Authority 
  5. Choose "Display Tender Options" and select "Completed Tenders"​
